What is RMC?

RMC (Registered Management Consultant) is a SPRING-Recognised certification programme for management consultants aligned to TR 43:2015 Management Consultants Standard. It has been put together by Certified Managements Consultants of the Institute of Management Consultants (Singapore), a non-profit organization, with the objective to recognise skills, knowledge and competency in the field of management consultancy, and promote high standards of professional and ethical conduct by Registered Management Consultants of the management consulting profession. The RMC is a mark of quality and professionalism developed by Certified Management Consultants for Management Consultants.

Why become a RMC?

There are many good reasons to become a RMC (Registered Management Consultant):
Professional Mark of Distinction
Certified applicants may make use of the RMC certification mark to demonstrate their competence, professionalism and enhance their professional image in marketing their services to clients. Clients are assured of professionalism, objectivity, quality, ethical in the conduct of their work, adherence to professional standards and commitment to continuous professional improvement as it is constantly being monitored and reviewed by the IMCS.
Enhancing Marketing Efforts
Various potential clients can access to the Register of RMCs that is published in the IMCS website. This will allow potential clients to verify the certification status of RMCs, Potential Clients can also browse the certification requirements and code of conduct that a RMC has been subjected to. Potential Clients can also make use of the Register of RMCs to source for potential Management Consultants that thus create more business opportunities for RMCs.
Pathway to International Recognition
The RMC certification will enable progress on the pathway to be recognised internationally through the Institute’s “Certified Management Consultant” (CMC) certification scheme that is accredited by the International Council of Management Consulting Institutes (ICMCI) and has reciprocal recognition and is useful in USA, UK, and 46 other member countries worldwide.

IMCS Council and RMC-CB understand the importance of impartiality in carrying out the RMC certification activities, manage conflict of interest and ensure the objectivity of its certification activities. IMCS shall establish, document and implement the necessary procedures and processes to assure our interested parties that these requirements are maintained.:

For New Applicants

Academic Qualifications & Industry Experience
Diploma or above with 5 years’ experience in the management capacity or 3 years’ experience in the management consulting industry.
Consulting Hours
Accumulated a minimum of 1,000 management consulting hours in the immediate last 3 years include advisory work and activities such as data gathering, analysis and report writing that are part of the consulting process.
Domain Expertise Requirements
Possess knowledge and experience
  • Of the industry they are operating; and
  • In at least one business functional areas
RMC Application Form
Submit completed RMC application form.
Consulting Projects Undertaken
Submit written summaries of 3 or more recent consulting projects.
Client Testimonials
At least 3 positive written client testimonials from projects that preferably have covered a minimum of 1,000 hours of management consulting in the last 3 years.
Declaration by Participant
Accept and sign a declaration form.
Management Consulting Competency
Attend the RMC Management Consulting Fast-Track Course or RMC Management Consulting Course, and pass the RMC Written Exam within 6 months from date of completion of course.

For applicants with equivalent management consultant certification, exemptions of the RMC Management Consulting Course and the RMC Written Exam shall be subjected to the approval of the RMC-CB.
Recommendations for Certification
Recommended by the RMC Certification Panel and endorsed by the Registered Management Consultant Certification Board (RMC-CB).

For Experienced Applicants
(Applicants with 8 years or more Consulting Experience)

All Registered Management Consultants are required to abide by the RMC Code of Professional Conduct to ensure integrity, quality and efficiency offered to the Client.

RMC Management Consulting Fast-Track Course
(1-day Classroom Training and Self-Study)

The RMC Management Consulting Fast-Track Course is developed in compliance with TR43 Management Consultant Standard with the objective to prepare applicants for RMC certification. The course is specially designed to:
  • Meet the needs of busy professionals who wants flexibility in learning by spending shorter class room hours to get professional guidance from professional facilitators and at the same time willing to perform their own self-study to further enhance their knowledge immediately after the course, before sitting for the RMC exam.
  • Meet the needs of candidates intending to understand the knowledge and skills requirements for achieving the Registered Management Consultant (RMC) certification.
  • Understand the standards of competence in areas that confers upon the participant an accredited status of having achieved the requisite quality of knowledge and skills relating to professional management consulting.

RMC Management Consulting Course
(3-day Classroom Training)

The RMC Management Consulting Course is in compliance with TR43 Management Consultant Standard and is a pre-requisite for RMC certification. This 3-day course is meant for new comers in the management consulting industry who prefer learn the entire spectrum of basic consulting skills in the classroom under the guidance of professional facilitators. The course is specially designed to:
  • Meet the needs of candidates intending to acquire the knowledge and skills relevant to achieving the Registered Management Consultant (RMC) certification.
  • Achieve high standards of competence in areas that confers upon the participant an accredited status of having achieved the requisite quality of knowledge and skills relating to professional management consulting.

To qualify for the award of the RMC Management Consulting Course Certificate of Attendance, the candidate must achieve at least 75% attendance. Equivalent course complying with TR45 Management Consultant Standard are recognized upon approval of the RMC-CB. Please note that applicants will learn the entire spectrum of basic consulting skills and practices under the guidance of our professional facilitators during the 3-day course. However, applicants may also choose to attend the alternative 1-day RMC Management Consulting Fast-Track Course and perform their own self-study to prepare for their RMC Exam.

RMC Exam

Participants who wish to apply for RMC Certification shall register with the RMC-CB to sit for the RMC Written Exam within 6 months from the last day of the course. To qualify for RMC Certification requirements, participants must score at least 70% during the written exam.

RMC Continuous Professional Development (CPD)

With increasing public expectations and demands on the profession, CPD is now regarded as a vital necessity. The ability to remain viable and competent is vital for the profession. The rapidly changing and increasingly competitive business environment hinges ultimately on members’ commitment to continually upgrade their professional knowledge and skills.

Under the scheme of the CPD programme, RMCs are required to maintain at least 90 CPD hours per triennium, of which at least 65 hours must be structured learning, with a minimum of 14 structured learning hours annually; and 25 hours of unstructured learning. In view of ‘TR 43 Management Consultants’ guidelines, RMCs are required to fulfill their CPD hours in order to retain their RMC Certification.

CPD should contribute to the professional competence of the individual RMC and therefore, as a general rule, acceptable CPD courses or activities should be relevant to the work of the RMC concerned. RMCs are required to maintain their own CPD records in similar format set out in the RMC-CB web portal and a sample format is attached. Download RMC CPD Form here.

RMC Appeal Procedure

Any Applicant can exercise their rights to appeal against the RMC-CB’s decision by submitting a formal letter of appeal within 30 days from date of notification of conclusion, addressed to the Chair of RMC-CB and pay an administrative fee set by the RMC-CB for the processing of appeal. The letter must set forth the grounds for appeal and state the reasons that the Applicant believes that the adverse decision should be reviewed.

Upon receipt of the appeal, an independent Appeal Committee will be form to investigate on the nature of the appeal. Based on the recommendations of the Appeal Committee, a decision shall be made by the RMC-CB. The decision of the RMC-CB will be final and no further appeals for the same case shall be entertained.

Feedback And RMC Disciplinary Actions

Scope of Feedback / Complaints

A complaint refers to feedback information that a Registered Management Consultant (RMC):
  • Has been convicted of a criminal offence, implying a defect of character which makes him/her unfit for his/her profession of management consultancy;
  • Has been guilty of fraudulent or grossly improper conduct in the discharge of his/her professional duty;
  • Has breached the RMC Code of Professional Conduct as adopted by the RMC-CB and Institute of Management Consultants Singapore (IMCS);
  • Has contravened or failed to comply with any of the provisions of the RMC Certification Programme, including the misuse of the RMC certification logo and certificate;
  • Carries on by himself/herself or any person in his/her employment in any trade, business or calling that detracts from the profession of Management Consultancy or is in any way incompatible with it;
  • Has been barred, struck off, suspended or censured after due process by the professional institution that he/she belongs to (in Singapore or other countries); and
  • Makes a false or misleading declaration in connection with his/her application for certification or re-certification by RMC-CB or otherwise howsoever.

Complaint against a RMC

Any complaint concerning a RMC shall be made in writing specifying the actions or activities that led to the alleged violations listed above, followed by the date of the violation and how it was violated, signed by the complainant (with name as in NRIC and NRIC number), and sent to the office of the Secretariat. The Complainant is required to submit any documents such as statutory declaration, evidence, etc. which support his/her complaint.

Acknowledgment of Complaints

Upon receiving the written complaint, the Secretariat shall acknowledge receipt of the complaint within 7 days and inform the Complainant that an official respond will be send to them within 60 days from the date of receipt of the complaint. In event that more time is needed for the processing of the complaint, the Secretariat shall write to inform the Complainant for an extension of another 30 days for processing. All feedback/ complaints shall be closed within a maximum of 90 days.

Independent Inquiry Committee

An independent Inquiry Committee will be form to investigate on the nature of the feedback / complaint. Based on the findings and recommendations of the independent Inquiry Committee, the Ethics and Disciplinary Panel will evaluate and make their recommendations on the outcome and a decision shall be made by the RMC-CB. The outcome of the Inquire could be any of the followings:
  • Dismiss the complaint; or
  • Suspension of the RMC certification status, in which event the RMC shall be entitled to appeal to the RMC-CB within thirty (30) days of notification of the conclusion; or
  • Recommend to the RMC-CB that a termination of registration of the RMC, in which event the member shall be entitled to appeal to the RMC-CB within thirty (30) days of notification of the conclusion.
The decision of the RMC-CB will be final and no further appeals for the same case shall be entertained.
